Dave Byng

Dave Byng’s leadership has extended across numerous ministries in British Columbia’s government, from education and jobs to tourism and transportation. A committed supporter of education, Byng served as deputy minister in the Ministry of Education where he oversaw the administration of B.C.’s $6.5 billion K-12 school system from 2014 until his retirement in 2017.

Over a 37-year career with the B.C. Public Service, Byng led district and regional operations throughout most of the province. He has held a number of senior executive roles, including serving as deputy minister in the Ministry of Jobs, Tourism and Skills Training and Minister Responsible for Labour, where he was responsible for driving the government’s economic growth agenda. Byng has led five international trade missions, including three for the premier.

As chief operating officer with the Ministry of Transportation and Infrastructure, Byng oversaw the development and delivery of the $25 billion Pacific Gateway Transportation Strategy, a key part of the BC Jobs Plan. He worked as president and chief executive officer of the British Columbia Railway Company, and served in senior roles in the B.C. Public Service Agency and the Ministry of Agriculture and Lands.

Byng holds a Master of Arts in Leadership from Royal Roads University. He earned a Certificate of Intercultural Studies from the University of British Columbia and a Certificate of Advanced Project Management from Stanford University. He is a recipient of the Premier’s Award of Excellence and the Royal Roads University Founder’s Award. In addition, the Institute of Corporate Directors and the University of Toronto, Rotman School of Management recently awarded Byng the ICD.D designation as a qualified board director. Byng was appointed to the Board of Governors on Aug. 1, 2016.

An avid explorer, Byng holds fellowships with the Royal Canadian Geographical Society in Ottawa, the Royal Geographical Society in London and the Explorers Club in New York City. He lives in Victoria with his wife and two sons.
