
SEM at RRU
Strategic enrolment management (SEM) offers an institution a comprehensive and data-informed framework to optimize enrolment — from recruitment through to graduation.
RRU's approach to SEM prioritizes the student experience and aims to have the right students in the right programs.
The 2024–2027 RRU SEM plan reflects the university’s vision, values and commitments and is informed by its current plans, models and identified priorities.
Inside the SEM plan
The purpose of the RRU 2024–2027 SEM plan is to:
- Provide informed guidance on the recruitment and retention of students for optimal enrolment.
- Inform the development of existing and new academic programming to support optimal student enrolment.
- Provide strategy and accountability for the university’s enrolment management.
- Support the university’s strategic commitments and goals.
There are three priority areas identified in the plan:
- Student recruitment and retention
- Academic programming
- Indigeneity

Strategic enrolment management framework
The Strategic Enrolment Steering Group (SESG) provides leadership, oversight and direction on RRU’s enrolment management approach.
Meetings are held quarterly and are chaired by the Vice-President Academic and Provost.
The SESG monitors the implementation of the SEM plan through four working groups. Together these working groups provide a comprehensive understanding of the achievements, challenges and opportunities of the SEM plan.
1.0 The Academic Offerings Working Group
This group offers oversight and guidance on academic planning to ensure alignment with the SEM plan as well as the academic strategic plan.
2.0 The Critical Enrolment Team
This group regularly monitors enrolment data, identifies and investigates variances and trends in the data and provides monthly enrolment updates to the university Executive.
3.0 The Integrated Academic Planning and Strategic Initiatives Team
As part of its mandate, this team is responsible for the oversight of academic planning and quality assurance and enrolment data and analysis, both of which are integral to SEM.
4.0 Student Access and Success Working Group
This group, comprised of positions actively engaged in student retention, monitors student retention, progression and achievement measures and identifies areas for improvement.
The RRU SEM plan is reviewed regularly by SESG, and updates are provided to the RRU community.
