Evacuations of Canadians are becoming more frequent as the complexity, duration and severity of disasters are creating more impacts on our residents. This lecture series will cover the following points as we attempt to navigate the balance between theory and practice.
- Legislation and powers on evacuations – Every stakeholder should understand their local laws and regulations.
- Political issues, ownership of an evacuation – Ultimately in EM doctrine, individuals are responsible for themselves until they are unable.
- Evacuation tactics and pre planning – who needs to be practicing?
- Systems, technology and communications – more is needed in different ways.
- Repatriation of resident in recovery operation – the forgotten complexity analysis.
Bio
Jason Shaw is a Deputy Chief with the City of Winnipeg Fire Paramedic Service, accountable for Emergency Management, Safety and Public Information. Shaw’s portfolio includes leading a team of emergency managers, safety professionals and City staff in a coordinated effort to manage the City of Winnipeg Office of Emergency Management, as well as leading our WFPS Public Information Office team of communication professionals during regular and crisis communication times for the WFPS and the City of Winnipeg.
Shaw has over twenty five years of emergency services experience as both a firefighter, paramedic and emergency manager serving in rural Manitoba, the Department of National Defense and the City of Winnipeg. Shaw has served on special rescue teams and has completed multiple tactical training programs related to the emergency services and emergency management.
Shaw holds an MA from Royal Roads in Disaster and Emergency Management and is a graduate of Harvard University National Preparedness Leadership Initiative. Shaw has served as the City’s EOC Director/ Incident Commander through several major crisis’s including leading the municipal response to the 2019 Pandemic.
