Holmes on forced labour legislation
Dean William Holmes of the Faculty of Management shared his thoughts about the efficacy of the proposed Forced Labour Act with associate faculty Robert Remington for an article for Supply Chain Canada Magazine.

William Holmes, an expert in international business ethics at Royal Roads University in Victoria, BC, says the legislation does not require companies to eliminate forced labour or child labour in their supply chains. “It is an obligation to report,” Holmes said. “It is trying to get companies to take an active interest in their supply chain and take action to minimize the risk to children and of forced labour.”

Is a penalty of $250,000 enough of a deterrent? “For large, publicly traded companies, likely not,” said Holmes, but the reputational damage of non-compliance has to be considered.
