Analyzes contextual factors that need to be taken into account by emergency managers when developing hazard mitigation strategies, and preparing for, responding to and recovering from disasters. Explores competencies required to effectively engage stakeholders and take into account the diversity of perspectives present in the multi-sector, multi-agency, collaborative environments that characterize disaster and emergency management in the 21st century. Examines characteristics and processes of ethical decision-making.

Examines the changing hazard landscape in the 21st century and explores contemporary approaches to disaster risk management. Explores hazard, vulnerability and resilience in greater depth and analyzes risk management frameworks that structure the assessment of hazards and their impacts on contemporary society. Uses research literature to examine best practices in minimizing residual risk by proactively managing risk, with particular attention given to the preparedness dimension of emergency management practice. DEMN553: Disaster Response and Sustainable Recovery

Analyzes response to and recovery from disaster events across different social units (e.g., household, organizations, communities). Examines paradigms, theories and models that aid in the understanding of disaster response and sustainable recovery. Explores the ways in which life in a digital world is influencing and shaping response and recovery practices. Examines what is empirically known about disaster response and sustainable recovery and appraises the implications of this knowledge for advancing response and recovery practice. Examines key strategic drivers projected to influence the 21st century hazard environments and considers the implications for the profession and practice of disaster management. Explores the characteristics of adaptive expertise needed to support proactive engagement of stakeholder communities to address current situations and events, as well as future scenarios. Analyzes decision-making and problem-solving in conditions of uncertainty. Assesses constraints and opportunities associated with leading change in the disaster management field. Provides an introduction to the foundations of research and to the concepts and procedures of qualitative and quantitative research methodology. Covers strategies for critically assessing published empirical research and discusses the roles of epistemological and ontological assumptions in the application of paradigms of knowledge. Reviews issues concerning ethics in research and the function of social values in the process of knowledge construction. Examines core concepts and theories on culture and cultural competence. Engages students in application of theoretical frameworks in professional and personal settings. Analyzes the moral, ethical and legal basis for humanitarian action. Examines the history of humanitarian policy and practice, and considers its future trajectory in domestic and international contexts. Analyzes humanitarian actors and associated funding, coordination and accountability mechanisms and their influence on humanitarian practice. Examines principles of humanitarian action and efforts to professionalize humanitarian practice. HUMS644: Internship

An experiential education experience (internship) which guides student in applying theoretical knowledge and professional skills in a supervised, professional, domestic or international context relevant to their program of study. Requires a minimum of 420 contact hours at the host organisation, normally completed over a period of 3 to 5 months. Brings classroom learning, theoretical concepts and academic literature together with practical learning, insights from the field of practice and application of skills. Pre-requisites. HUMS651: Case Studies in Humanitarian Action: Advanced Policy and Practice

Examines special topics in humanitarian policy and practice through comparative case study and discussion with experts in the field. Topics may vary from year to year, and will draw from current and anticipated issues of concern in a range of humanitarian contexts. Focuses on the connections between humanitarian principles and operations and their longer term development and sustainability consequences, placing particular emphasis on extracting lessons learned from recent cases. Examples may include protracted conflicts, political dimensions of humanitarian funding and action, population movements, homelessness, transition from the humanitarian stage to the development phase, and the efficacy of cross-cutting programming initiatives (e.g., gender, vulnerability). Co-requisite: Non (HUM 641 is recommended)

HUMS662: Professional Practice in Conflict and Change Management

Develops core skills for professionals working in conflict and change management contexts: reflective practice, use of self, skills, process, and context of application. Examines design and implementation of sustainable and integrative changes at organisational and community levels, as well as in complex multi-stakeholder environments. Builds professional competencies for dealing with resistance and generating buy-in and ownership in change processes. HUMS691: Short Paper

Culminates the course-based master’s track program of studies by having students select, critique, synthesize and apply findings from the research literature to a personally relevant professional practice problem. Short-paper assignments are restricted to publicly available data and literature. Pre-requisite: Completion of all Required courses and all Electives

HUMS695: Thesis

To analyze existing research, collate or collect data, and apply it in the context of an existing problem. Thesis identifies a problem, states the hypothesis or research question, identifies major assumptions, explains the significance of the undertaking, sets forth the sources for and methods of gathering information, analyzes the data, and offers a conclusion or recommendation based on the data and theoretical framing. Appropriate standards of validity and reliability must be evident in tool development and data collection. Finished thesis evidences critical and independent thinking, appropriate organization and format, and thorough documentation. Requires at least 400 hours of effort. Pre-requisites: All first year courses in the CAM, DEM or HSPB programs (21 credits) and HUMS 630 Advanced Research Methods. Students must apply for the permission to pursue a thesis and be approved before being registered in the Thesis course.

Several models have evolved to provide contextual frameworks for integrating projects within an organization’s strategic goals. This course includes and examines the benefits realization approach and the SMART (strategically managed, aligned, regenerative and transitional) model.
