John Dowler is an accomplished senior public sector leader and financial management professional who recently retired from a successful 34-year career, primarily with the Government of British Columbia. For the most recent 24 of those years, John has also taught (on a part-time basis) Graduate and Undergraduate courses for two universities, a college and the Society of Management Accountants of British Columbia.
John has been an Associate Faculty member of Royal Roads University for 11 years.

When instructing university courses, John is able to draw upon knowledge gained from his significant public and private sector experience. That experience includes being an Executive Director, Executive Financial Officer and, for a number of Provincial Government Ministries, Senior Financial Officer (comptroller). John has also served as a member of a Government Regulatory Tribunal. His leadership roles have included a wide array of other challenging responsibilities, including management of a Provincial Highways District, land and resource management, aboriginal relations, risk management, major project procurement, insurance and bonds, contract administration, facilities, snow avalanche mitigation, budgeting and both external and internal audit.

John’s professional and community activities have included serving on the Board of Directors of the Society of Management Accountants of British Columbia, Victoria Chapter, serving on the Academic Council of Royal Roads University and 12 years as a leader in Scouts Canada.

John lives in Victoria with his wife Dolores. They enjoy travelling extensively. His son is currently studying medicine at university in Ireland.
